Who is Mr. Erebus?

It was here that the rogue alliance Unspoken Alliance., which had been hunted by every known power block struck. Mr. Erebus and his associates appeared working independently, before becoming clearly associated with the fugitive alliance, which was on Concords most wanted list. Mr. Erebus directly participated and was said to be associated with a even more enigmatic group called the "Inner Circle". The Inner Circle, who was led by a still unidentified associate of Mr. Erebus, burned several regions without a official declaration of war. PANFAM authorities alerted Concord of the Inner Circles efforts to create a "Uninhabitable void from where drifters could operate with impunity in known space". PANFAM and associates attempted to crush the Inner Circle, in several futile attempts at the cost of many lives. With this failure, Concord observing the unlawful destruction of rental enterprises and citadel stations throughout the regions in Drones issued a proclamation. "Concord Order 20012: As of 12th May YC 19, Concord authorizes a new collective command to combat Inner Circle efforts in the Spire, Cache, Etherium Reach and Outer Passage regions. All local nullsec sov powerblocks are asked by concord to assist PANFAM in removing this threat from the regions where it has risen. If possible all associates are to be captured or nuetralized by said groups. The Inner Circle and must be stopped at all costs."
