Serpentis - Deals and should be Dealt Kinetic > Thermal damage. Uses Sensor Dampeners (Lowers your lock range and increases your lock time).
NOTE - All NPC Factions can use Warp Disruptors and Stasis Webifiers. Usually only on frigates and usually only if they get within about 20 km of you.
