It frequently happens that when several vessels are cruising in a system, a target may be tackled
after a perilous chase by one vessel and then escape leeward, and finally killed by another vessel.
It frequently happens too, that when after weary and patient waiting a target will fall prey to one
vessels trap, and not another vessel’s nearby trap.
Thus are the most vexatious and violent disputes between vessels often created. Who has the kill
rights and who is a whore?
But though no formally written law exists to answer this question, the Okkamon pirates have long
provided a system for the suppression of meddling with other people’s business. This system is so
simple such as might be engraved on the side of a coin, so small is it.
I. Loose-Fish - is a target that is not tackled by anyone and is fair game for anybody who
can soonest tackle it.
II. Fast-Fish - is a target that belongs to the party currently tackling it.
