The Ministry of Transport and Communication has overall responsibility for the framework conditions for postal activities, regulation and governance of transportation in the transport network that is High-Sec.
Our mission is not only to regulate, but also assist, inform and aid spacefarers.
In order to keep transportation safe and to maintain order, we reserve the right to penalize reckless flight.
Overloaded ships, transportation of unwelcomed contraband and otherwise reckless behaviour with regards to the regulations of transportation will be penalized.
For your own assets safety, fly in accordance with the regulations, lest you want your goods seized by the ministry, or worse, by pirates and vagabonds.

Remember, even alpha licensed pilots can fit enormous tanks on their haulers.

Maximize your hull tank when you don't need large cargo space. Always use Damage Damage Control II. Shield tank is generally preferable when larger cargo hold is needed.
Ships with large cargoholds, such as the Tayra, Bestower, Mammoth and the Iteron Mark V will often give pilots the treacherous idea of filling them to the brim with high value cargo. This is a grave mistake. These ships offer larger cargo space at the expense of less protection. This means that a reckless pilot will load more cargo into what is essentially a pi\xf1ata for pirates and for the ministry to seize for complete neglect of regulations.
